DG snubs ex-HDA official seeking governing body membership

HYDERABAD: Divisional Commissioner Bilal Memon, who is also the Acting Director General of the Hyderabad Development Authority (HDA), did not agree with the draft recommendation for the inclusion of former HDA director Ghulam Mohammad Kaimkhani in the Authority’s governing body. HDA sources told Dawn on Tuesday that the acting DG returned the recommendation of HDA’s secretary Nadeem Khan which was drafted without first consulting the acting DG / divisional commissioner. It was learnt through HDA sources that the draft recommendation was got prepared by Kaimkhani himself so that this could be forwarded to the Sindh Local Government Minister Saeed Ghani. Kaimkhani had retired from local government department in late 2021. Even after heading the HDA as its DG on multiple occasions with regular intervals, Kaimkhani was seriously interested in his induction in the governing body. He always held ‘additional charge’ of HDA DG considering the fact that he held the post of the Authority’s chief financial officer. Kaimkhani himself submitted the draft recommendation before the acting DG for approval but the latter did not agree with it and returned it unsigned, said an official. HDA’s governing body has remained incomplete as the names of a few non-official members have not been notified. Among these members are said to be MPA Jam Khan Shoro, MPA Hina Dastagir and former revenue officer Barkat Rizvi (civil society). According to an HDA official, the names of non-official members for inclusion were forwarded by the HDA for government’s approval in May this year and such approval is still awaited. The previous GB completed its tenure in 2023. Hyderabad’s prime development body remained without a regular head like Hyderabad Water & Sewerage Corporation (HW&SC). HDA’s last regular DG was Pervez Baloch. Most of the time government posts officers as ‘stop gap arrangement’ in violation of LG department’s own directive which was issued in the wake of relevant judicial orders.
