THE quota of 20 per cent seats reserved for PhD and MPhil teachers in BPS 19 and 20 under the the College Education Department of the Sindh government has not been announced for more than a decade. The promotions of college teachers are made on a regular basis, according to a four-tier formula that has a specific ratio of lecturers, assistant profe-ssors, associate professors and professors. These promotions are made after deducting the 20pc seats reserved for PhD and MPhil teachers. Disappointingly, this formula has not been implemented properly due to which many deserving professors have yet not been promoted. The last time the said quota was annou-nced was in 2007-08. Many promotions have been made to grades 19 and 20 since then, but the reserved seats have not been taken into account. This is an injustice to the deserving PhD and MPhil teachers and scholars. The auth-orities should look into the matter and announce these vacancies immediately.
