Appointment of Hyderabad BISE chairman, secy challenged

HYDERABAD: A constitutional division bench of the Sindh High Court on Tuesday issued notices to the chairman and secretary of the Hyderabad Board of Intermediate and Secondary Education (BISE) for Jan 22 on a constitutional petition challenging their appointment. The bench comprising Justice Khadim Hussain Soomro and Justice Arbab Ali Hakro also issued notices to other respondents. Petitioner Rafay had approached the court through Advocate Ahmed Murtaza Arab at its principal seat in Karachi but his plea was transferred to the Hyderabad circuit bench. The petitioner challenged appointments of respondent BISE chairman Ahmed Ali Brohi (BS-21) and secretary Shaukat Ai Khanzada (an associate professor). According to the petitioner, they do not have requisite qualifications to hold their respective post. He submitted that respondent chairman being a professor in Sindh University was ineligible to serve as a board chairman. He said the respondent secretary was appointed through a notification on July 4, 2023 on a deputation basis for a one-year term which expired on July 4, 2024. The notices issued to the secretary of the Universities & Boards, secretary of the education department and other respondent officials asked them to file para-wise comments to the effect that on what basis the respondent BISE chairman and secretary were occupying these positions.
